This tutorial is one of the first I read after getting PS & it really helped to improve my skills. I really suggest that you take some tips from it! :)

While it's written for achieving retro-like effects, I took the gist of it & dabbled with the curves (especially the S-shaped bend that increases contrast), selective blurring (to draw attention away from background objects), vignette, noise, blending modes & (at times) light leaks.

I have no fixed way of designing my graphics but these are some techniques I use really often. Hope this helps! :)
